Council fast-tracks Daufuskie zoning change to allow veterinary clinics

Beaufort County Council on March 10 moved swiftly to add and advance a text amendment allowing veterinary clinics and animal services in the D2R (rural) zoning district on Daufuskie Island.

The change was described by county staff as a housekeeping correction to the Daufuskie community development code that clarifies veterinarian services are permitted where kennels already are. A council member who moved to add the item to the agenda said the amendment will reduce the need for island residents to take animals by ferry to the mainland for treatment.

County staff told the council the Beaufort County Planning Commission voted 7–0 on Feb. 3 to recommend approval and that the amendment would only apply to the Daufuskie-specific D2R zone, not mainland zoning districts. The council asked legal and planning staff whether the amendment imposes additional building or licensing standards; staff said state veterinary licensing, building codes and standard zoning requirements will still apply.

Council members discussed procedural criteria required for a text amendment; one member recited findings that the amendment is consistent with the comprehensive plan and would not produce adverse environmental impacts. The motion to approve the text amendment moved forward by voice and was supported by the council.

What happens next: the amendment will be placed as an ordinance for first reading (the council assigned a number for tracking), then proceed through the county’s reading schedule and any required public notices. If approved through required readings, the change would permit on‑island veterinary services in the D2R district, with state licensing and local building-code compliance required.
