Route 28 outreach set; superintendent reports hydraulic model, cybersecurity grant and project updates

The board received a series of project updates June 2 centered on Route 28 outreach and system improvements. Staff outlined a public-outreach schedule for the Route 28 water-main replacement: a project landing page should be active on the water department website by June 10; a contractor mandatory pre-bid is set for June 17; and bids will open June 30. Abutter mailings and bill-stuffer notices are planned for July billing cycles, and staff will use email lists pulled from customer accounts for targeted notifications.
Jason, the superintendent, briefed commissioners on a hydraulic model under development by Apex to map distribution pressures, calibrate hydrant flows and help prioritize capital improvements. The model will be used for unidirectional flushing plans and to inform 5–15 year capital improvements. Jason also said staff submitted a $50,000 grant request to MassDEP to upgrade SCADA and cybersecurity for the system; the grant would fund software and hardware to modernize obsolete computers and supervisory controls.
Other project notes: the Exchange Park hydration station has been ordered and will include a bottle filler, bubbler and dog bowl with kiosk maintenance by the Chamber of Commerce; grinder pumps for sewer phase-two work are being ordered; and a Weston & Sampson feasibility study (approved by the Select Board) will interview department staff to clarify whether a joint DPW–water facility should accommodate vehicles only or the full water operation.
Next steps: staff will publish the Route 28 outreach page, proceed with the bidding schedule, brief the board on the hydraulic-model findings when available, and report back on the MassDEP cybersecurity grant outcome.
