Plattekill planning board to refer Hudson Valley Flyers site-plan language changes to ZBA

The Town of Plattekill Planning Board agreed to refer a request from the Hudson Valley Flyers to the Zoning Board of Appeals after town counsel recommended using the club’s 2016 site plan while seeking relief from earlier restrictions.
At a planning-board meeting, representatives for the Flyers said they want the town to approve updated site-plan language that aligns with federal aviation changes and makes explicit operational limits: hours limited to Saturday sunrise to sunset and Sunday 7 a.m. to sunset, operations restricted to recreational noncommercial use, and “no flight school training will be allowed to be based at 2NK9.” The applicants said the changes do not alter the property or add construction; they seek only revised wording on the map and an engineering-stamped set of new plans.
Board members and staff reviewed prior approvals. The applicants said restrictions imposed in 1999 by the Zoning Board of Appeals remain on record even though a 2016 site plan submitted by the group lacks the older verbiage. Citing an email from Attorney Codisco, the planning-board attorney advised referring the matter to the ZBA because the ZBA’s conditions are still tied to the property. The board chair said staff would draft a referral letter, communicate with the ZBA chair and indicate what the planning board is seeking to have changed.
Town staff told the applicants the next ZBA meeting is scheduled for June 25 at 7 p.m.; staff said applicants should file the required application and fee, though the planning office will prepare a referral and include the attorney correspondence and applicant materials to streamline the ZBA review.
The board did not vote to change the site plan itself at the meeting; instead members instructed staff to prepare documentation for the ZBA and to accept the applicant’s revised language for circulation to the ZBA and for preparation of updated maps.
The planning board’s next procedural step is to send the referral packet to the ZBA and notify the applicants of filing requirements and the date for the ZBA hearing. The applicants said they would provide revised maps and pay any necessary fees for the ZBA application.
