Engineer outlines 2026 repaving plan, County grant bid and NJDEP stormwater compliance deadlines

Borough Administrator Ayer reported the Borough Engineer's biweekly report (attached) at the May 19 meeting. The Neglia Group, on behalf of the borough, supplied a multi‑part engineering update covering pavement projects, a county open‑space grant application and state stormwater compliance requirements.
Neglia proposed a Year‑2026 Road Repaving Program with candidate roadways that include Second Avenue (Mill Street to Terminus, CDBG funded), Woodland Avenue (Tillman St. to Charles St.), Berkeley Avenue (south of Harrington Ave. to Lexington Ave.), Fourth Avenue (Washington Ave. to Elm St.), Lotus Street, Palm Street, Wellington Place, Langner Place, O'Neill Drive and Burger Place. Neglia told the borough it expects to prepare construction documents and anticipates construction in summer 2026 pending funding and weather; not every listed segment may be awarded depending on available funds.
The engineer's report also described a Bergen County Open Space grant application to replace the safety surface at Westvale Park children's play area and noted that the borough submitted its Year‑2025 NJDEP MS4 Annual Stormwater Report and Supplemental Questionnaire on April 27, 2026. Neglia described required updates to the Borough's Stormwater Control Ordinance, Municipal Stormwater Management Plan and Stormwater Pollution Prevention Plan to reflect NJDEP's recent REAL/NJPACT rules; the revised ordinance must be adopted and effective by January 29, 2027. The report further identified a Watershed Assessment Report (Phase II) due by January 26, 2027 and noted the NJDOT Municipal Aid grant application round (for 2027 funding) is due July 1, 2026.
Neglia requested authorization to proceed with work on the watershed assessment and offered to prepare endorsing resolutions for any municipal aid grant submittal. The borough engineer's report was submitted in writing (Neglia Group; Mateo F. Luzuriaga, P.E., C.M.E.).
