Commission OKs rezoning for Allison Avenue parcel, adds fence requirement to screen equipment

The Bay County Planning Commission voted Dec. 16 to recommend approval of a small‑scale amendment and zoning change to reclassify about 7.8 acres at 1616 Allison Avenue from residential to general commercial and to rezone the parcel from R‑5A multifamily‑light to C‑3 general commercial.
Blair Saunders, planning staff, presented the application and said the requested change is provided for under Bay County Land Development Regulations, Section 308. Saunders noted staff found the amendment and zone change compatible with surrounding uses and recommended forwarding a favorable recommendation to the Board of County Commissioners.
Miranda Barnes, representing the sellers, told the commission that MasTec and other companies have expressed interest in renting the property; she said the existing classroom building could serve as office space and the acreage could be used to store trucks. "They wanted to rent the property... mainly to use the office space and also for trucks to be stored," Barnes said, adding that no end user had been finalized and the sellers only sought the zone change at this stage.
Commissioners raised questions about drainage, traffic and screening. Porter and Saunders confirmed setbacks and buffer requirements that apply adjacent to residential uses (a 25‑foot buffer and a 20‑foot rear setback depending on location) and said equipment and vehicle storage would need to be screened from public view. Commissioner (S3) moved to approve staff's recommendation with an added condition requiring a fence in lieu of a landscape buffer; that motion was seconded and passed on roll call.
The commission approved the zone change with the new screening condition; the recommendation will be forwarded to the Bay County Board of County Commissioners for final action.
