The Bay County Planning Commission on Dec. 16 approved a conditional‑use permit to allow a manufactured home on a parcel zoned R‑1 at 11605 Pamela Lane in the Youngstown area.
Blair Saunders, planning staff, presented the request (PLCUP 20250255) and said the Bay County Land Development Regulations list single‑family dwellings as the allowed use in R‑1 districts but noted that manufactured homes are an established housing type in the surrounding area. "The presence of numerous manufactured homes in the vicinity indicates that this housing type is already established," Saunders said, recommending approval based on consistency with the area.
Lana Blood, representing her son Christopher (the owner), explained the 0.75‑acre lot was once associated with Lighthouse Worship Center and that Christopher wished to place a mobile home on the property. Blood provided her address for the record and confirmed paperwork on behalf of the owner.
No public speakers addressed the request. A commissioner moved to adopt staff's recommendation; the motion passed on roll call.
The commission's approval grants the conditional‑use permit subject to standard conditions described in the staff report.
