Commissioners raised a public-protection concern about whether participants should be refunded or otherwise compensated if a planned transport is not provided and the program moves to an on-site location; one commissioner said that refund policy language may be more appropriate in the department’s refund policy than in the vehicle-use rules. The commission agreed the policy can be amended later and that a checklist should be finalized and reviewed by the chair/vice chair or a policy subgroup before the summer season.
The commission voted to adopt the seat-belt policy. Staff and commissioners set a near-term timeline for the checklist so procedures will be in place before major summer activity.
