Plan commission approves finding that Western Morgan County Economic Development Area conforms to county plan

The Morgan County Plan Commission on July 15 approved Resolution 2026-01, a finding that the proposed Western Morgan County Economic Development Area conforms with the county’s plan. Chelsea Mans, representing the Morgan County Redevelopment Commission, told commissioners the allocation area totals 885 acres and that the economic development area covers parts of Adams, Monroe and western Brown townships west of the Monrovia town boundary.
"I am here this evening... to discuss... which was pass a declaratory resolution... to create the new Western Morgan County Economic Development Area and allocation area," Mans said, describing maps that were provided to the commission. Mans emphasized the allocation area (marked on the map in purple) is where TIF revenues could be generated to pay for infrastructure and other eligible projects within the area.
Mans and legal counsel Adam Storeald of Barnes & Thornberg explained the sequence of approvals required: the redevelopment commission's declaratory resolution (already passed), the plan commission finding of conformance (this meeting), a county commissioners' resolution, and finally a redevelopment commission confirmatory resolution following a public hearing. "The plan can be amended. It requires the same four-step process as it does to create the plan," Storeald said, noting any projects built under the plan still must follow existing zoning and permitting requirements.
Commissioners asked whether portions of the TIF area overlapped municipal limits or an identified private site (referred to during the meeting). Mans said municipalities such as Monrovia have their own redevelopment commissions and that the county’s allocation area does not include areas inside Monrovia’s limits. Counsel and Mans both confirmed that a TIF district does not preclude future annexation by a municipality.
A motion to approve Resolution 2026-01 was made by Mr. Rumble, seconded by Mr. Boy, and carried by voice vote; one commissioner (Brian) registered opposition on the record. The plan commission’s approval is a determination of conformance; financing decisions and final TIF confirmations will follow the later steps described by Mans and counsel.
The commission’s action does not itself create spending authority; the economic development plan and any individual projects will be subject to later approvals and applicable permitting and zoning requirements.
