Commission recommends approval for Groulx campground; septic approved and entrance permit pending

At a July 24 joint public hearing the commission considered Ryan and Allison Groulx’s application for a small, year-round campground on Tax Map #71-A-112 in Sugar Grove.
Clegg Williams summarized the application and confirmed public-notice requirements had been met. The Groulxs, attending virtually, told commissioners the septic system had been installed and approved, electric was installed but awaiting final approval, and a water meter was scheduled to be set. Reservations, insurance and liability for the site would be managed through the Hipcamp platform. The applicant said he would cap stays at two weeks to prevent long-term residency and that the site would be primarily for guest camping in addition to the owners’ personal site.
With no citizens speaking in opposition, Paul Shepherd moved to recommend approval under Article 6-2.3; Graham Davidson seconded and the commission recorded a unanimous 7–0 recommendation. Staff later noted the Board of Supervisors approved the Groulx permit consistent with the commission’s recommendation.
The minutes record that VDOT entrance-permit review and final electrical/water meter signoffs remained part of the follow-up process.
