The Fremont City Council on June 9 authorized a conditional use permit for a youth group home at 749 E. 32nd St., approving the permit as amended by a measure that would extinguish the permit if the operator fails to follow the council’s criteria for approval.
Mayor Dev Sookram opened and closed the public hearing on Resolution 2026-085 and councilmembers then moved to amend the resolution to add a condition that the permit would be extinguished if the applicant did not follow the approval criteria. Councilmember Horner made the amendment motion, which was seconded by Von Behren and carried 8-0.
Councilmember Vaughan moved to receive documents from the applicant titled “New Hope Residential Program,” a motion seconded by Jensen that passed 8-0. After considering the applicant materials and amendment, Councilmember Horner moved and Councilmember Jensen seconded the motion authorizing the conditional use permit as amended. The ordinance passed on a 7-1 vote; Councilmember Ganem voted nay.
The action allows a group home for youth to operate in the NC zoning district at the listed address under the terms set forth in the approved conditional use and the amendment adopted by the council. The council record indicates the permit includes criteria the applicant must meet; the amendment adds explicit extinguishment language if those criteria are not followed.
Next steps recorded by the council are procedural: the permit is approved as amended and implementation will proceed according to the city’s permit conditions and any applicable follow-up monitoring or compliance steps.
