Council directs staff to craft resolution for Sunburst Ranch PUD amendment amid landscaping and drainage concerns

The Midway City Council on June 2 directed staff to prepare a resolution to consider a master‑plan amendment for Sunburst Ranch PUD at 1232 West Swiss Alpine Road, asking staff to work with the developer and the homeowners association on detailed conditions covering landscaping, drainage and trails.
Planning Director Michael Henke described the proposed amendment, noting proposed connectivity to the Lundin property and an emergency route, construction standards, amenities and proposed changes to open‑space calculations. Henke said the project would not return for preliminary or final approval unless specifically requested but asked the council to consider discretionary approval of the master‑plan amendment. He stated the project as presented needed about 8.5 acres of open space rather than the 15 acres required by current standards.
Wes Johnson, city engineer, flagged slope and erosion risks where 15–20% slopes occur and recommended engineered retaining walls and erosion mitigation measures. Council Member Andrew Osborne pressed that the development include actual landscaping rather than only native grasses, saying the difference between “open space” and “openness” matters for long‑term character.
Applicant Dan Reeve, representing Toll Brothers, said houses would be detached, that the developer would plant trees around homes, and that items in the memorandum of understanding with the HOA would be included in later approvals. Public commenters raised irrigation and drainage points: Becky Yih noted that even native landscaping requires irrigation, and Randy Lundin said part of the proposed build area had been irrigated and that the Midway Irrigation Company did not allow irrigating above the Probst Ditch.
Council Member JC Simonsen moved, and Council Member Kevin Payne seconded, to direct staff to draft a resolution adopting the amendment with conditions that staff attempt to address council concerns and include terms between the developer and the HOA; the council approved the motion.
