City administrator Allison explained the marina rules state a boat dock "shall not be transferred to any other person, firm or corporation without the approval of the marina committee and the city administrator." The boat buyer had conditioned purchase on receiving the remaining dock time; Allison said the committee and administrator must approve such transfers.
Councilmember discussion established that a quorum of the marina committee was present and indicated a committee vote of two to zero in favor; a motion was made and seconded to approve the transfer.
