Phoenixville Borough Council approved two planning actions on June 9: final approval with waivers for a four-story, 14-unit building at 101 High Street and an amended final‑plan approval for the Odessa development.
101 High Street: PCG Development LLC proposed consolidating five parcels into one and building a detached four‑story multifamily building containing 14 units (one ADA-accessible ground-floor unit) with 14 parking spaces. The applicant requested five waivers: combined preliminary/final submission, a reduced sight triangle at Dayton/High Street (revised to 52.4 feet), driveway spacing closer than the standard 60 feet, grading to the property line to accommodate a retaining wall, and façade-planting requirements along the sidewalk.
Joel Commandanda, the applicant’s representative, said the site is tight and the waivers were necessary to fit the building and required parking while maintaining sidewalk and streetscape continuity. Planning Commission members had conditionally recommended approval after several reviews. Council approved the plan and the waivers.
Odessa major amendment: Franklin Phoenixville LP presented a major amendment to a previously recorded project. The amendment reduces the number of stacked townhouse buildings (down eight dwelling units), adjusts grading and retaining‑wall layout to reduce wall heights, adds a sidewalk along Road D, relocates some internal circulation, and preserves the previously recorded easements. Staff and the applicant said the discharge points for stormwater remain unchanged and required stormwater management BMPs remain in place. Planning Commission conditionally recommended approval; council adopted the amended and restated final plan.
Votes and next steps: Council recorded motions and approvals for both items after public-comment periods with no opposing public testimony. Staff said assessment of final construction phases and recorded plan requirements will continue during permitting and inspection stages.
