Bids opened for 7‑Mile Bridge replacement; Legacy Contracting submits low bid; commissioners approve temporary pole relocation with Pacific Power

Walla Walla County’s Public Works Department opened bids April 20 for the CRP 267 7‑Mile Bridge replacement over Mill Creek. The county engineering estimate for the work was $3,530,535. Bids ranged from a low of $4,088,596.06 submitted by Legacy Contracting to a high of $5,799,994 from Hamilton Construction Company.
Joel Dickerson, county engineer, said staff would review all bids for responsiveness and responsibility before recommending any award. The county accepts bids at opening but does not make an award until review and verification are complete.
Separately, the board approved a customer work agreement (work order No. 7521772) with Pacific Power for temporary utility pole relocation that will allow girders and construction equipment to reach the project site. Public Works said the pole sits on private property and will be temporarily removed and replaced when work is complete; the lines will remain in service by spanning to adjacent poles during the operation. The estimated cost for the work order is $14,073 and will be paid from the bridge project budget; the board approved the work order 3–0.
Next steps: county staff will complete bid responsiveness reviews, return with a recommendation for award if appropriate, and proceed with the approved Pacific Power work plan to enable construction access.
