Clearlake staff report updates on annexation, airport EIR, sports complex review and modular housing timeline

City staff provided several brief updates to the Clearlake Planning Commission on June 9, including timelines for an annexation study, an airport environmental-review document, a sports-complex federal review and a modular-apartment construction schedule.
Staff said the city is under contract with a consultant to work on an annexation project. On the airport project, staff said they expect to receive from the editor the final draft of the Environmental Impact Report and to release the public draft within days. "We're expecting to receive [the draft] this week from the editor the final version and then we'll be releasing that public draft," staff said.
Regarding a sports-complex project, staff reported that litigation-related deadlines have passed and the city is awaiting a concurrence letter from the State Historic Preservation Officer to finalize federal environmental review; once that concurrence is received the city will forward materials to HUD for final federal review and approval. Staff cautioned the timeline for federal review is uncertain and could take a couple of months.
On housing, staff updated the commission that a modular apartment project off Dam Road plans to ship units in bulk around September, store them at the old airport, and then install them; grading has been delayed by rock encountered on site, which has pushed parts of the timeline.
Staff also noted a local property that displayed a "for sale/lease" sign was sold at auction to a buyer from the Sacramento area, and staff are working with potential retailers to find a tenant. The commission had no further business and adjourned at 6:25 p.m.
