Worcester council defers final vote on FY2027 budget, asks manager for department presence

The Worcester City Council on June 2 deferred a final vote on the city manager’s proposed fiscal year 2027 operating and capital budgets, accepting a motion to hold the matter until the next meeting to allow council members additional time for questions and for department heads to be present.

Councilors discussed procedural limits on council action — several members noted that under state law the council may reduce budget sums but generally may not add new programs to a manager-proposed budget. Councilor King exercised a privilege to hold the budget, and the council agreed to delay the adoption vote so members can request follow-up reports and invite department representatives to answer questions.

City staff said the standing finance committee had recommended adoption but that the item had been brought to the council for full consideration. The manager and clerk also transmitted supplemental communications addressing questions raised during the finance hearing; councilors agreed to take those communications up at the next meeting.

The hold does not kill the budget; instead the council moved to postpone a final vote and to continue review. Council members said they expect the manager’s office to arrange for department heads to be available — either in person or by phone — to address items where members want more detail. The council indicated the vote will resume at the rescheduled meeting time.
