Cle Elum asks county to prepare agreement for SR 903 roadway annexation carve‑out

The board heard a request from the City of Cle Elum to address a portion of State Route 903 where previous annexations left the roadway itself outside city limits.
Josh Fredersen, Public Works, explained the situation as a common but somewhat unusual annexation scenario in which the city annexed property on either side of the roadway but not the roadway centerline, leaving a "carve‑out." Fredersen said the process to resolve this requires an agreement between the county and the city under the relevant RCW provisions and a county resolution alongside the city’s resolution; he said the Washington State Department of Transportation (WSDOT) has taken a neutral position on the change and that WSDOT recommended the process.
Fredersen said the county would not lose the roadway—WSDOT continues to maintain the pavement—but city action would allow urban standards to be applied to roadway edges outside the pavement. Commissioners directed staff to prepare the enabling documents with the city of Cle Elum to pursue the annexation agreement and associated resolutions.
What’s next: Staff will draft the intergovernmental agreement and bring proposed resolutions back to the board for consideration.
