The Planning & Development Board on Thursday approved a variance reducing the city’s on‑site parking requirement for a proposed adaptive reuse of 1980 Grand Street to accommodate Mukaro Coffees’ roasting, training and office operations.
Planner Umar Jabin summarized that the ND1 zoning district and the adaptive‑reuse provisions are intended to promote reinvestment of older buildings; staff found the request consistent with several variance criteria and recommended the board defer the final determination to the board. The applicant’s team said the operation will be limited — largely a training and roasting facility with 3–4 employees, infrequent truck deliveries and low trip generation — and supplied a traffic/parking study concluding minimal traffic impacts.
Board members raised concerns that granting a large parking reduction could set a precedent and exacerbate illegal on‑street parking in the area. Resident Peter Hernandez and other commenters emphasized ongoing neighborhood parking problems and urged caution. Staff and legal counsel explained the board can condition relief to the specific use so that the parking relief does not automatically transfer to a future, more intense tenant.
After debate, the board voted 5–1 to approve the variance and added conditions that tie the relief to the specific coffee‑roastery/training use and require coordination with engineering and mobility at permitting to address the existing on‑site parking configuration.
Staff noted the variance is tied to the land with conditions the board sets; permits and additional site work will be required prior to operation.
The board recorded conditions and directed staff to work with the applicant at permitting to ensure life‑safety, access and engineering standards are met.
