Redevelopment panel awards bike-and-pedestrian plan to HWC, agrees to cover $5,000 grant shortfall

The Greendale Redevelopment Commission voted to award HWC Engineering the contract to prepare the city's bike-and-pedestrian plan and agreed to contribute an additional $5,000 to cover the difference between the firm's $25,000 fee and a $20,000 planning grant.
Staff described HWC as a low bidder with prior local experience and complementary work on the Ridge Avenue streetscape. "HWC is capable. They've demonstrated that through multiple projects they've done with the city of Greendale," staff said, recommending the commission select the lowest, most-responsible bidder.
Why it matters: the plan will inform future pedestrian and bicycle improvements and align with planned downtown streetscape investments. Staff also briefed the commission on related branding and streetscape concepts being developed with HWC and Greendale Main Street tied to a pending Community Development Block Grant (Stellar) application for about $2.75 million, for which the city is "targeting August" to apply to the Indiana Office of Community and Rural Affairs.
Commission discussion focused on the grant gap and the benefit of retaining the same firm already working on adjacent streetscape design, which may reduce duplicated surveying and design costs. A motion to accept HWC's proposal and have redevelopment cover the approximate $5,000 shortfall was made, seconded and carried by voice vote.
Next steps: staff said it will execute a planning services agreement with HWC and return with a signed contract for implementation and public outreach, including steering-committee review and workshops as concepts develop.
