Board authorizes annual IT and operational expenditure packages; one trustee votes no

The Poudre School District Board on June 9 authorized budgeted, cumulative expenditures for core enterprise software and for recurring operational costs after staff presented a year-ahead package to improve procurement efficiency and visibility.
Chief Technology Officer Bud Hunt described the PowerSchool ecosystem, Microsoft licensing and other enterprise tools that cumulatively exceed the board’s $250,000 approval threshold when totaled across the year. Hunt and Chief Financial Officer Dave Montoya said presenting the core annual picture allows staff to execute contracts in a timely fashion because vendor quotes and renewals often have limited validity.
Trustees discussed controls and thresholds for material changes. Finance said purchase orders will be set and monitored and that a 10 percent variance threshold would trigger board notification and additional approvals. Board members expressed differing views: several supported the consolidated, annual approach as more transparent than piecemeal approvals; others worried it could feel like a standing authorization without granular review. Dr. Karen de Ziegler voted against the IT package and later registered a no vote on the cumulative operational expenditures item.
The board also approved estimated cumulative operational expenditures for utilities, food service, fuel, custodial supplies and other recurring items. Montoya emphasized that figures are estimates and can change with market factors such as fuel or energy rates; he said the district will return with actual/variance reporting next year.
