Matthews adopts FY2026–27 budget, sets $328,548 contingency for three proposed positions

The Town of Matthews Board of Commissioners adopted the manager’s recommended FY2026–27 budget on June 8, approving a $46,670,670 package that covers general fund, transportation, tourism and stormwater funds while reserving a $328,548 contingency for further review of three proposed personnel additions.

Town Manager Malia James presented the recommended budget and said it includes a combined approach of up to 3% merit and a 3% cost-of-living adjustment. She stated the overall recommended budget amount plainly: "So, tonight is your first opportunity to consider the manager's FY27 recommended budget. The budget totals 46,670,670." Staff explained that one of the recommended positions is funded from the new transportation fund and that the board could approve the budget but place a contingency on the hiring of three other proposed positions.

Commissioners debated whether to set the contingency at the full gross cost or the net amount (some board members asked to restore an $81,000 reduction taken from legal fees), how the contingency would be released (board action required), and whether needed services would still be performed if the positions were not immediately filled. Staff described the contingency as earmarked funds that would not be spent without subsequent board approval.

Mayor Pro Tem Susan Chambers moved to adopt the FY2027 budget, placing $328,548 into contingency to hold back funding for the staff attorney, IT technician and safety coordinator positions (the transportation-funded position remained budgeted); the motion passed unanimously.
