Huron City Council voted to adopt Ordinance 2026-11 on third and final reading, clarifying sections of the city code that conflicted over motorized e-bikes, scooters and similar micromobility devices. The ordinance amends language in Section 331.37 to align definitions and enforcement across the codified ordinances.
City staff described the change as a cleanup of two competing code sections. City staff member Mr. Hamilton told council the ordinance applies to “devices weighing under 100 pounds that have handlebars [and are] propelled by electric motor or human power and cannot attain a speed of more than 20 miles an hour,” and said the amendment resolves internal contradictions in the new code.
Councilors offered no substantive changes during the meeting and approved the ordinance in a roll-call vote. The clerk recorded affirmative votes from the members present; the measure passed on final reading.
The ordinance replaces inconsistent language in the codified ordinances and is intended to give clearer direction to enforcement and to residents who use personal mobility devices. The council did not change operational rules or add new restrictions beyond the clarified definitions. The city clerk will incorporate the amendment into the codified ordinances.
