City human-resources staff presented a proposal June 1 to amend the employee promotion policy to address pay compression and make promotion increases more competitive. The change would move some promotion increases from 10% to 15% for selected salary grades (N24 and similar), with the aim of avoiding pay cuts for workers who move from hourly, overtime-eligible positions into salaried roles.
Council members questioned the proposed scope, noting many supervisory positions at different grades (N21–N24) and public-safety collective-bargaining agreements that could affect implementation. Council member Koppel suggested broadening eligibility by grade or by supervision threshold; others, including Price, urged inclusion of police and fire where contract terms allow. City manager Edwards recommended tabling the bill so staff can review the suggested changes, potential retroactive implications and financial impact.
Council voted to table council bill 20 26-614 to allow staff time to refine the proposal and return with recommendations.
