The Joplin City Council voted June 1 to award a planning and implementation services agreement to Place Foundry PLLC (not to exceed $217,500) to evaluate redevelopment opportunities around Missouri Southern State University, North Park Mall and adjacent corridors.
City manager staff said the RFP produced six responses and Place Foundry was selected for its experience in mixed‑use development and corridor planning. Benjamin Rosenberg, representing Missouri Southern State University, told council the university “is excited to partner with the city” and endorsed the ordinance. Chamber leader Betsy Mintz said the corridor presents a unique opportunity to connect students with amenities that could retain graduates.
David Sydney, managing principal for Place Foundry, described an approach emphasizing stakeholder engagement, visioning and practical plans to activate the area around the campus and mall. He said the firm’s work often focuses on leveraging institutional assets and coordinating property owners, developers and municipal stakeholders.
The council approved council bill 20 26-610 on 1st reading to advance the agreement to subsequent readings; staff said approving on this schedule will allow the consultant to begin stakeholder engagement and assessment work this summer.
