OCS audit entrance conference scheduled; CPMT completes annual CSA service-gap survey

At the March 18 virtual entrance conference for the Office of Children's Services (OCS) audit, Program Auditor Rachel Friedman outlined the audit's purpose, scope and requested deliverables. Coordinator Margo Trigg and CPMT Chair Robbie Davis participated in the entrance meeting; the auditor asked for a sample of client case files and the self-assessment workbook to be submitted electronically and set a deadline of close of business Wednesday, April 22, 2026 for the required records.
CPMT members discussed documentation responsibilities and were reminded that audit reviewers will request specific documents for each sampled case. The coordinator emphasized that documentation showing compliance with FAPT and CPMT procedures must be available to meet audit standards.
Separately, members reviewed and completed the Office of Children's Services FY2026 CSA Service Gap Survey (follow-up for FY2025 responses) during the meeting. The coordinator noted that the survey fulfills the requirement in Section 2.2-5211.1.2 of the Code of Virginia that the community policy and management team report annually to the Office of Children's Services on gaps in services and barriers to developing services locally. The completed follow-up survey is due May 8, 2026.
The CPMT's discussions stressed timeliness and the need to collect accurate documentation, including evidence of family and provider participation, eligibility reviews and training records. Members were reminded that OCS will examine local training plans and documentation of staff participation as part of the audit process.
Meeting materials referenced CSA Administrative Memos #26-01 (Title IV-E and trafficking prevention designation for group homes) and #26-02 (Review and reallocation of FY2026 WRAP-Around services); the transcript notes Tazewell County did not receive SPED Wrap funds due to nonuse of that funding source.
