CPMT adds Three Rivers Treatment Center as CSA provider and approves funding for child-welfare cases

Tazewell County CPMT unanimously approved adding Three Rivers Treatment Center as a CSA provider for a youth with high-risk needs and authorized multiple funding allocations for foster care, CPS and related services following a closed-session review.
Arlene Matney, fiscal agent for Tazewell County Administration, moved that Three Rivers Treatment Center be added to the county's CSA provider list after staff reported the facility accepted a youth who had been denied by more than 15 placements. Jeff Brintle seconded the motion and it passed unanimously.
The motion followed staff reports that the youth had been denied primarily because of high-risk behaviors, including fire-setting and ongoing inappropriate sexualized behaviors, and that Three Rivers had accepted placement. The CPMT recorded its vote as unanimous on the provider addition.
Later in the meeting, after a closed session to discuss case-specific funding, the CPMT approved funding to provide services for Foster Care, CPS, Cumberland, Court Services and Tazewell County Schools cases. Arlene Matney moved to approve the funding and David Taylor, director of Tazewell County DSS, seconded; the motion carried unanimously.
The CPMT also approved funding for Foster Care Maintenance Services not reviewed by FAPT. Lori Gates-Addison, representing the Cumberland Mountain Community Service Board, moved that allocation; David Taylor seconded and the motion passed unanimously.
All formal motions and votes were recorded during the March 23 meeting. The minutes show motions were made, seconded and carried without recorded dissent; a roll-call-style tally later summarized total votes as AYES 6, NAYS 0, ABSENT 4 for closed-session-related certification and actions.
The CPMT's actions affect placement resources and immediate funding decisions for children currently under local supervision. The county will proceed with placement at Three Rivers and implement the approved funding allocations. The next CPMT meeting is set for April 27, 2026.
