Council approves a series of rezonings, annexation and infrastructure items in unanimous votes

On first reading the council approved multiple land-use measures — rezoning at 1531 S. Iowa, annexation and rezone of 4549 S. Highway 43, a 67-acre commercial rezoning for Prospect Village — and advanced several infrastructure contracts and purchases including wastewater repairs and fleet replacements.
The Joplin City Council on Monday advanced and approved a number of routine land-use and infrastructure items in unanimous votes.
Zoning and annexation: The council placed on first reading and passed three land- use measures with no recorded opposition: a rezoning for 1531 South Iowa Avenue (Council Bill 2026-250) to convert a legally nonconforming single-family home into an R-2 (two-family residential) designation so the owner can obtain financing; a voluntary annexation of a portion of 4549 South Highway 43 (Council Bill 2026-251) followed by rezoning of that parcel to C-3 commercial (Council Bill 2026-252) to permit redevelopment of an existing gas station; and a rezoning of about 67 acres near East 20th Street for the Prospect Village mixed commercial development (Council Bill 2026-253). All three ordinances were advanced on first reading and passed 9–0.
Infrastructure and contracts: Council also approved on first reading a $729,000 contract for Turkey Creek Wastewater Treatment Plant trickling-filter drive renovation (Council Bill 2026-101), authorized an out-of-city sanitary-sewer agreement for a commercial development at 4445 E. 7th Street (Council Bill 2026-102), and approved budget-amendment purchases for snow-removal trucks (Council Bills 2026-103 and 2026-104). A resolution was also approved to submit a state grant amendment to reallocate $1,000,000 in ARPA funds from demolition to home-ownership and repair assistance (Resolution 2026-001). Staff said the wastewater contract came in under budget and that ARPA savings resulted from demolition work finishing below estimate; the ARPA reallocation must still be approved by the Missouri Department of Economic Development.
All of the items above were advanced and approved on votes recorded in the council chamber; several items included no public oppositions at the hearings.
The council finalized the consent agenda and confirmed appointments to the Convention & Visitors Bureau advisory board before adjourning.
