At its May 7 meeting the Planning Commission approved final review for Shell Creek Subdivision Phase 1, contingent on staff conditions, and heard a Planning Director report urging better coordination with Laurens County on developments near city limits.
Staff told the commission that Shell Creek infrastructure (water, sewer and stormwater) is nearly complete, with paving pending in one area; performance and maintenance bonds are in place to cover unfinished infrastructure. The commission voted unanimously to approve Phase 1 final review contingent on staff-confirmed completion of outstanding items. The developer was directed to finish listed items and staff will confirm completion before lot sales proceed.
Planning Director Phil Lindler also recommended establishing formal or informal notice channels with Laurens County for applications in a buffer zone near city limits, reminded the body that properties receiving city utilities are required to annex if they become contiguous to the city, and asked staff to explore coordination mechanisms. The commission approved adjournment after other routine business was completed.
