Planning Commission approves partial rezoning near Musgrove Street to allow duplexes

The developer, identified in the record as TJS Construction, said it intends to build duplexes for market-rate rentals. Commissioners discussed that R-2 zoning would allow roughly 22 units on the parcels in question versus about 18 under R-1, and flagged the need for road improvements on Davidson Street. They also noted that the commission cannot mandate site designs as part of a rezoning vote.
Commissioners moved toward a compromise that keeps the Musgrove Street frontage zoned R-1 and rezones the rear parcels facing Davidson and Campbell to R-2. The motion passed with six votes in favor (Chair Dr. Shebby Aiken, Robbie Strickland, Willie Prickett, Heather Tiller, Joyce Leake and John Lapomarda). Commissioner Foard Tarbert recused himself from the vote.
The commission recommended the rezoning action to City Council for final consideration. No specific site plans were approved at the meeting; any future development proposals will return for separate reviews that address design, access and required road improvements.
