Council OKs road vacations for Metaproject construction, approves July 4 spending and adds a fire training post

Lebanon City Council on June 8 approved two ordinances vacating segments of County Road 400 West and County Road 300 West to allow construction activity tied to the large LEAP/Meta-area projects, and took several routine votes including festival funding and a small personnel appropriation for the fire department.
Council voted to convey specified right-of-way segments: ordinance 2026-9 vacated approximately 1,650 feet of County Road 400 West between existing and new State Road 32 alignment (conveyances split between Orla LLC and Brent & Trisha Smith); ordinance 2026-20 vacated about 800 feet of County Road 300 West for construction access and conveyed the parcels to Orla LLC. Planning commission had recommended both vacations and council approved both on second reading. Police noted a temporary traffic signal is serving construction access and remains useful while the roundabout and new alignment are built.
In new business council approved a food-and-beverage request of $50,000 for the city's Fourth of July events, which the 4th of July committee said will include a 15-minute drone show followed by fireworks for Lebanon’s 250th celebration. Committee representative John Messenger said vendor and sponsor funds supplement the request and that the drone element requires earlier contracting.
Council also held a public hearing and approved Resolution 2026-20, a $19,125 appropriation from fund 2240 to add a fire marshal / division chief of training and safety position to support the expanded inspection and training workload associated with recent growth.
Taken together, the road vacations will clear legal title and access for major construction activity in the LEAP/Meta area; festival funding reflects a one-time enhancement for the 250th celebration, and the fire appropriation addresses immediate staffing needs in inspections and training.
What’s next: construction activity will continue under state and city permits; staff will implement the personnel hire and festival contracting.
