Deschutes County adopts several FY27 service‑district fee schedules; countywide fee schedule deferred for notice

Deschutes County commissioners on Thursday adopted FY2027 fee schedules for four service districts and agreed to continue consideration of the countywide fee schedule to a future meeting after staff circulated corrected materials.
At the meeting, the board convened separately as the governing bodies for the 911 Service District, the Extension and 4‑H Service District, the Sunriver Service District and the Black Butte Ranch Service District. Each district’s proposed FY27 fees drew no public comment and were approved after motions and roll‑call votes. The board adopted Resolution 2026‑021 for the 911 Service District and passed resolutions to adopt the other districts’ fee schedules (Resolutions 2026‑023 and 2026‑024 were recorded in the meeting packet).
Management analyst Laura Skundrick told commissioners she had discovered post‑packet corrections and handed out a revised fee schedule packet. Those corrections included updated community development and environmental health fee lines and wording changes to transient lodging/RV park fees. Because the posted fee schedule differed from the materials presented, staff recommended — and the commissioners agreed — that the countywide fee schedule public hearing be continued to the next meeting to ensure adequate public notice and time for review.
“Those were just out of order on today’s materials, but that is how they were shown in the proposed schedule,” Skundrick said while describing the corrections. The board did not take final action on the countywide schedule at Thursday’s meeting.
The district fee adoptions take effect with the new fiscal year unless otherwise noted in the resolutions. The county’s fee schedule will return to a future agenda after staff posts the corrected documentation and provides the public required notice.
Procedural next steps: the county will post the revised county fee packet, accept any public comment at the rescheduled hearing and then the board may take final action on adoption.
