Council hears plan to fund design for two mid-block crossings on 1st Avenue

City staff presented a proposal to contract with G&O for design work on two mid-block crossings on 1st Avenue (near 174th/176th/178th) intended to improve pedestrian safety at busy bus stops and apartment access points.
Ken said the design would focus on refuge islands, marked crossings and rapid-flash beacons and would produce construction-ready plans to strengthen grant applications. "We're really just trying to get a decent sized project to kind of accommodate all pedestrian needs in that area," Ken said, citing the local road safety plan that prioritized the project.
Staff estimated design-only costs in the low six figures (around $100,000) and put a rough construction estimate around $1,000,000 for crossings and associated sidewalk improvements; staff noted several state grant programs could be pursued but also warned many local streets are not grant-eligible and that internal funding might be needed if grants are not awarded.
Councilmembers supported moving the design forward and asked for maps, clearer cost estimates and grant strategies. No contract was signed at the study session; staff will return contract documents for council approval when ready.
