County approves two Trailhead Asset Group community residential-home permits to maintain eight-bed operations

Sarah Wells of Growth Services explained the properties (cases 251204SU and 251205SU) are in the urban growth boundary and previously had valid special-use permits dating to 2016; state statute (cited in the hearing) requires group homes with six or more residents to be sited 1,200 feet apart for certain state rules, but staff noted local zoning recognizes nonconforming uses that were lawfully permitted and operating as of 07/01/2016. Wells said staff and P&Z recommended approval with the condition that both homes be operated by the named Trailhead owners (Don and David Menichy) and that any future sale would require a new special-use permit.
Applicant David Minnici told the Board he and his wife have continued the prior operation, retained staff and clients, and asked the Board to avoid displacing residents by reducing licensure. Commissioners asked about compliance history; staff confirmed no complaints on file. The Board approved both permits unanimously with the staff-recommended ownership condition that the permit run with Trailhead LLC while the current owners operate the homes.
Commissioners thanked the applicants for providing housing services to a vulnerable population and emphasized that compliance and staff oversight would remain required.
