The Marion County Board of County Commissioners unanimously approved the final master plan for the Heritage Oaks Planned Unit Development at its zoning hearing on Feb. 9, 2026. Staff described the property as roughly 39.67 acres north of Highway 42 on Southeast 73rd Avenue and recommended final master‑plan approval after the project satisfied development‑review conditions.
Ken Weywercker of Growth Services summarized the PUD’s history, noting prior changes since 2010 and a 2025 modification that adjusted amenities and buffers. Applicant Matt Fabian told the board staff had met on‑site with the project team to adjust amenity layouts and preserve oaks in the proposed park area.
With no members of the public signed up to speak, Commissioner McLean moved to approve the plan and Commissioner Stone seconded. The motion passed unanimously.
The approval covers the master plan shown to the board; final technical details such as planting lists, buffer treatments and construction drawings will be reviewed through standard subdivision improvement and development‑review committee (DRC) processes before platting.
