Russ Kinyon appointed to Franklin County IDA board over one dissent

The Franklin County Legislature appointed Russ Kinyon to the Industrial Development Agency Board at its Nov. 3, 2016 meeting to fill the unexpired term of Earl J. LaVoie through Dec. 31, 2016.
Legislator Crossman moved the appointment and Legislator Sherwin seconded. The motion passed 6–1; Legislator Rice recorded the sole opposing vote. The resolution text states the appointment is to fill the vacancy caused by LaVoie's resignation and specifies the term expiration date.
No amendment to the motion was recorded. The vote was the most notable dissent recorded in the two November meetings, which otherwise approved a series of budgetary and administrative measures by unanimous votes.
With the appointment approved, local administration will complete any necessary onboarding and the IDA will have a member in place through the end of the year.
