Planning staff briefed council on Vision Blueprint 2050, the updated capital investment strategy (CIS) that links Redmond 2050 goals, functional plan projects and financing strategies to the six‑year CIP and biennial budget. Staff said the update incorporates new growth targets, climate and resilience goals, complete neighborhoods, middle housing and high‑rise development and project lists from recently updated functional plans.
Council members sought clarity on how the blueprint will be maintained and synchronized with the CIP and budget process. Staff explained the CIS is intended as a rolling, strategic document that staff will revisit during routine CIP updates and that the next formal opportunity for council‑level reconsideration would be in 2027. Several council members asked for hyperlinks or references to the underlying functional plans and suggested adding high‑level outcome indicators tied to major project entries.
Because council discussed earlier a substantive change to public art funding, members asked staff to add a short sentence referencing the public art master plan and the proposed funding approach; staff agreed to insert a one‑sentence reference and to email the revised wording to council before placing the Vision Blueprint 2050 on the July 7 consent agenda. Council indicated a thumbs‑up to move the item to consent provided they receive the circulated change in advance for review.
