Board schedules hearings on multiple tile petitions and flags watershed rate shortfalls

Board staff briefed members on a set of pending reconstruction petitions and ongoing watershed maintenance issues, and scheduled hearings to consider petitions and potential rate increases.
Staff said reconstruction petitions for several branches (including Branch 380/14 and Branch 3) remain outstanding; some have been filed and others are still pending. The Wolf Tile petition (located north and south of State Road 8) was scheduled for a hearing on July 27 at 11:15 a.m. Staff moved the Dubing/Branch 56 and Branch 3 petition to the board's first meeting in August, scheduled for Aug. 10 at 11:15 a.m.
On watershed finances, staff reported the Willow Creek watershed is nearly $7,800 in debt and currently brings in modest revenue; Carter watershed was described as about $15,000 in debt while receiving roughly $3,000 in revenue. Staff explained current Carter-era rates ($4 per acre with a $25 minimum) will require significant increases in many watersheds to cover maintenance and reconstruction needs; the last Carter-area increase was cited as occurring in 1998, and the last Bullet Creek increase was cited as 1991.
Staff also described on-the-ground work in several areas (work to debrush open drains, a recent 160-foot tile replacement, and likely replacement of approximately 900 feet of 15-inch tile in one section). Staff noted that some larger tree removals will require hiring outside contractors and referenced favorable past pricing from Nick's Tree Service in Kendleville for that work.
The board set hearing dates for the listed petitions and directed staff to continue moving petitions forward and to prepare materials for rate-increase hearings and reconstruction hearings as scheduled.
Next steps: staff will proceed with scheduling and public-notice tasks for the July 27 and Aug. 10 hearings, continue fund reconciliations, and provide project-level packets for the hearings.
