The Millville Planning Commission on May 21 approved a zoning clearance allowing an addition at 211 E 500 N for applicants Lynn and Margene Bowler, with the condition that new construction not extend beyond the home’s existing eastern footprint.
Commissioner Matt Anderson moved to approve the zoning clearance; Commissioner Lynette Dickey seconded. Commissioners Garrett Greenhalgh, Matt Anderson and Lynette Dickey voted in favor. Commissioner Shane Johnson was present but had not been sworn in and did not vote. Development Coordinator Kara Everton recorded the minutes.
The applicants told the commission the east-side setback of the house appears short and asked the commission to allow the addition to match the existing setback. The commission’s approval was explicitly conditional: new construction must not encroach further to the east than the current footprint of the residence. The application materials in the record identify the property as Lot 30 in The Shire Subdivision Phase 2 and list the site address as 211 E 500 N.
The motion followed routine procedural business early in the meeting. Commissioner Anderson also moved to approve the meeting agenda and Commissioner Lynette Dickey moved to approve the May 7, 2026 minutes; both motions were seconded and carried with the same recorded three affirmative votes and one non-voting presence (Shane Johnson).
City staff noted on the submitted zoning-clearance form that approval allows building-permit issuance only if the construction complies with zoning and building codes; the clearance is not a waiver of code compliance. The record includes a plot plan and application form for the Bowler residence.
The commission scheduled its next meeting for June 4, 2026 at 8:00 p.m.; Commissioners Garrett Greenhalgh and Lynette Dickey indicated they would not attend that date. Commissioner Garrett Greenhalgh moved to adjourn the May 21 meeting at approximately 8:51 p.m.; the transcript records the motion but does not record a roll-call vote for adjournment.
Next steps: the applicants may pursue a building permit consistent with the conditional clearance and applicable city codes; the clearance explicitly prohibits expanding the house’s eastern footprint beyond its current location.
