Kitsap County approves $1.2 million in shelter funding and a six‑month overnight contract with Salvation Army

Kitsap County commissioners approved two contract actions with the Salvation Army intended to support local shelter capacity.
Housing and Homelessness Program Manager Carl Borg asked the board to approve contract amendment KC502‑25‑A for $416,354, which Borg said brings the total contract value to $1,245,872. Borg said the funding is drawn from county reserves and millage (the county’s one‑tenth percent sales tax for mental health) and supports a 24/7 shelter model that provides 91 beds, three meals daily and case management without requiring coordinated entry.
Borg also presented contract KC‑219‑26 for $682,389 to fund an overnight drop‑in shelter model with 91 beds and breakfast service through June 30, 2026. He said the Salvation Army will operate an overnight model under that six‑month contract, with clients arriving in the evening and exiting into the community during daytime hours; the Salvation Army will provide a sack lunch upon exit.
Commissioners discussed differences between continuous‑stay and overnight shelter models and noted the county is coordinating funding with the state Department of Commerce to identify longer‑term support. Both contract actions were approved by motion and voice vote.
Carl Borg said staff is negotiating with the Salvation Army on operations beyond June 30 and combining available funding sources to sustain shelter services.
No commissioners opposed either motion at the meeting.
