Thomas Walters, the commission’s staff reviewer, said the city’s preservation standards are silent on mounting decorative lighting on upper facades and that the install would set a downtown precedent. Walters recommended a conditional approval that minimizes masonry damage (anchor in mortar, not drill into brick) and allows the commission to require additional technical conditions such as dimmable fixtures and prohibitions on flashing or animated sequences.
Commission debate focused on three technical points: whether the fixtures should be installed in mortar rather than brick to preserve masonry, whether animated or flashing sequences should be permitted, and whether the commission should set a numeric lumen cap now or allow staff to measure and recommend a lumen limit soon. Walters noted the city already enforces nuisance provisions and sign rules that prohibit distracting flashing and that a numeric lumen cap is technically complex because a long track’s total luminous output does not translate cleanly to sign-style limits.
After discussion members agreed on a conditional approval requiring (1) installation anchors in mortar (not brick), (2) a dimmer or dimmable product be used, and (3) no animation or flashing ('racing') effects. The commission also instructed staff to prepare a written policy or ordinance amendment and report back with a recommended lumen standard; Walters said he will work to return a lumen recommendation as quickly as possible but that calculating district-appropriate lumen limits will require further analysis and measurement.
Funding and timing note: Walters said the project has funding through Missouri Main Street and a National Main Street/American Express program that must be spent by April 4; he emphasized that funding timing alone should not drive technical standards decisions and that a lumens cap could be added after additional staff analysis.
Next steps: the commission’s conditional approval allows the applicant to proceed under the stated conditions; staff will prepare a written policy text and a lumen recommendation for the commission to consider at a future meeting.
