The Joplin City Historic Preservation Commission approved a resolution Feb. 17 recommending that the Lloyd Rough grocery at 612 West East Street be listed as a local landmark and forwarded the nomination to the Planning and Zoning Commission and Joplin City Council.
Thomas Walters, the commission’s staff reviewer, told members the nomination was “well researched, well documented” and that the property meets Criterion 1 — its character and role in neighborhood development — as one of the few surviving neighborhood grocery buildings in North Heights. Walters said the nomination packet included period photos and local press coverage showing the store’s role as a neighborhood focal point.
Owner-applicant Angela Hudson, who said she bought the property recently, described plans to convert the building into a community space for North Heights — citing local events such as porch festivals and markets — and said she had already upgraded HVAC and exterior doors, with only modest interior work planned. “It will be a great addition,” Hudson said, adding that she hopes to create a place that supports neighborhood activity.
After a brief public hearing with no opposition, the commission moved and seconded approval. Chair announced the resolution approved by voice vote and said signed copies would be set aside for the applicant. The resolution nominates the Lloyd Rough grocery for local landmark status and forwards the nomination to the Planning and Zoning Commission and the Joplin City Council for subsequent consideration.
Why it matters: local landmark designation will subject exterior work to design review and may make the property eligible for preservation incentives, but it does not automatically change base zoning uses; staff noted locally designated properties generally may continue their traditional compatible uses but exterior changes will be reviewed by the commission and relevant city review processes.
Next steps: the nomination will appear at the Planning and Zoning Commission and then the City Council for final consideration, per the commission’s standard referrals.
