Kiel City Council approves 2026 utility filing, wastewater report and multiple routine contracts

Kiel — The Kiel City Council on an otherwise routine agenda on May 26 approved a package of administrative and capital items, including authorization for the city’s electric utility to file a 2026 conventional rate case, formal acceptance of the water and wastewater maintenance annual report (Resolution 2026-4), the purchase of a 60-foot bucket truck and the award of a paving contract to Northeast Asphalt.
Council authorized Alers and Associates to file the 2026 conventional rate case on behalf of the City of Kiel Electric Utility after staff (identified in the meeting as Chris) answered council questions. The motion carried unanimously.
The council adopted Resolution 2026-4 to accept the wastewater maintenance annual report. Net moved the resolution and Broker seconded; the resolution passed on a unanimous roll call.
On capital purchases, the council approved spending $343,482 to buy a 60-foot bucket truck from Utility Sales & Service for the electric utility; the existing unit will be sold once the new truck is inspected and found in working order. The purchase was approved by roll call vote.
Public works staff recommended awarding the 2026 asphalt paving contract to Northeast Asphalt to repave Chicago Street (Adams to Cleveland), an alley south of Fremont between 6th and 7th, and other short blocks. Council noted an alternate bid to complete a remaining section of North Street (third to fourth) came in above the budgeted threshold; the council approved the primary contract for approximately $191,750 and kept that alternate out of the award to stay within the planned budget.
Other routine agenda items approved included an extraterritorial certified survey map recommended by the plan commission; renewal of the city’s technology contract (which adds three in‑car computers and reflects a modest $2 increase to the service payment); a temporary fireworks sellers permit for Hometown Fireworks at the university grounds; a special-event permit for “Celebrate Kiel” in the Riverwalk District; and liquor license renewals covering July 1, 2026, through June 30, 2027.
The council also approved the seasonal hire of Landon Haidider to replace a previously approved seasonal employee who declined the position; the hire is effective the 15th (start date as stated in the meeting packet). Finally, council approved receipts and disbursements and moved to pay all bills after staff explained that a large technology payment listed in the packet was for capital computer equipment rather than recurring contract charges.
All motions reported in the meeting were approved unanimously (6-0). The council adjourned with no further business.
