The Board of Zoning Adjustments of the City of Joplin voted to approve a variance that will allow a five-story, 100-room Hampton Inn by Hilton at 3010 South Rangeline Road.
Scott Wagner, representing OAN Engineering on behalf of Joplin Hospitality Partners 4, LLC, told the board the developer is seeking a waiver from a stated maximum building height in appendix 29, article 5, section 5.02 (Table 5-3) of the Joplin Municipal Code so the project can meet the Hampton Inn brand standard of five stories. "We are asking for a five-story hotel," Wagner said, adding that the property is in a largely industrial and commercial area near the interstate and that the hotel "will help drive foot traffic to those adjacent properties." He described the proposal as a 100-room Hampton Inn by Hilton.
The board's chair introduced the case as Case 126-1 and noted that the record includes the 2012 comprehensive plan, the zoning code, subdivision regulations, the telecommunications ordinance, stormwater management regulations and the written recommendations of city staff. After Wagner's presentation the chair asked for questions; none were raised. The chair then asked if anyone wished to speak in favor or opposition; no public speakers came forward.
A motion to approve the variance was made (recorded as by Mr. Penjove and seconded by Mr. Lane). The chair called for the vote and members responded by voice; the chair announced that Case 126-1 passed. The minutes and the board's statements record a voice vote and do not provide a roll-call tally.
The approved variance relieves the applicant from a dimensional limit in the nonresidential development standards to permit the brand-specified five-story structure on the site. The applicant characterized the change as necessary to meet franchise design standards and to increase patronage for nearby businesses.
The board did not schedule additional hearings on this case. The meeting moved on to other business and adjourned later in the session.
