Staff described the conditions: the VFW will grant a stormwater easement covering the parking area at no additional cost; the city will resubdivide the parcel into a city lot and retain utility easements; and the parties will execute a shared‑parking agreement that spells out management and special‑event handling. The VFW membership accepted the city’s offer on May 19.
Treasury staff noted sales‑tax proceeds can be used to fund the acquisition and parking lot reconstruction; current sales‑tax receipts were described as stronger than earlier months. The council voted to approve the purchase agreement unanimously.
Next steps: staff will finalize the subdivision, prepare the shared‑parking and easement documents, and return with a detailed construction schedule and cost allocation for council approval.
