Council accepts food-program and stormwater grants totaling about $976,000

Item A: The council accepted a Child and Adult Care Food Program grant of $42,769.37 from the Virginia Department of Education to be appropriated to the FY2026 grants fund for use by the Department of Parks and Recreation.
Item B: The council accepted a Stormwater Local Assistance Fund grant of $933,652 from the Virginia Department of Environmental Quality to be appropriated to the FY2026 capital improvement fund for water-quality projects.
Donna Biggs, who also spoke during the consent public-comment period, urged that incoming grant funds be coordinated with the homeless commission so that food-distribution efforts and other social-service spending are monitored across departments. "These grant funds need to be brought before the homeless commission to be integrated into their division dealing with food distribution," Biggs said.
Both items were adopted by electronic vote, recorded as adopted 6-0.
