Portsmouth City Council voted unanimously on June 9 to grant a use permit (UP-26-01) allowing the construction of three townhouse units on approximately 0.21 acres at 531 Edward Street.
The applicants—identifying themselves to the council as Irving Henderson, Tavon Baker and Travis Williams—presented streetscape drawings, unit plans and parking arrangements, noting two end units with three bedrooms and a center unit with four bedrooms and off-street parking. During the presentation the applicants said the units are designed to match nearby multifamily styles and aim to provide modern, relatively affordable housing for families; councilmembers heard an approximate market expectation in the low-to-mid $300,000 range for the units.
During public comment Donna Biggs, a Woodbine Farms resident, questioned whether the developers had sufficiently engaged voters in the affected precinct and urged the council to include the homeless commission in planning for new housing and food-program funds. "There is a major lack of communication in this city at this time," Biggs told the council, and she pressed for clearer outreach to neighborhood civic leagues.
Planning staff and the planning commission recommended approval with conditions. After limited council questions and no further public speakers, a motion to adopt the resolution was made and seconded; the electronic vote recorded the item as adopted 6-0.
What happens next: the resolution grants the use permit; construction and any required site improvements will proceed under the conditions and permits identified by city planning and building staff. The council did not provide additional council-level conditions during the meeting; applicants and residents were directed to work with staff on outstanding details.
