The council approved a CalPERS cost‑analysis recommendation on April 22 to set a limited window (April 23–Aug 7, 2026) during which eligible employees can apply for a two‑year additional service credit if they retire during that period. Staff said the actuarial analysis modeled a notional 24‑employee participation cost of $2.9 million but expects a smaller number of participants (5–9), which could nonetheless yield recurring salary and benefits savings if positions remain vacant.
Council members sought assurances about budget timing — staff said city pension payment impacts begin in fiscal 2028–29 and would be amortized over five years — and asked whether a terminated or disciplined employee could improperly claim the benefit. City attorneys and HR staff said typical separation procedures and retirement application requirements make it unlikely for a dismissal to be processed as a retirement, but agreed to research specific guardrails and report back.
The resolution setting the retirement window and authorizing the city clerk and mayor to execute required CalPERS forms passed on a 5–0 vote.
