Greene County commissioners approve grants, bonds and advertise CDBG bids

Gould unanimously approved a package of routine resolutions including grant awards totaling about $124,000 across two grants, acceptance of Bridle Wood performance bonds, establishment of two new funds, and authorizations to advertise CDBG projects with bids and a public hearing set for June.
Greene County Commissioners Tom Koogler and Richard D. Gould met May 28 and unanimously approved a series of routine resolutions, including grant awards, acceptance of developer performance bonds and authorizations to advertise multiple Community Development Block Grant (CDBG) projects.
Commissioner Richard D. Gould moved the measures and Commissioner Tom Koogler seconded; roll-call votes on each item were recorded as yes for both commissioners.
The board approved an Office of Criminal Justice Services (OCJS) Safer Streets & Neighborhoods subgrant for the sheriff’s office totaling $45,370.90 for the period July 1, 2025, through Sept. 30, 2026. Separately, the board established Fund 2612-0601 to accept a 2026 DIVERT Detective grant for the Greene County ACE Task Force totaling $58,650.96 with a required match of $19,550.32, for a combined program total of $78,201.28 for the sheriff’s office.
Commissioners accepted performance bonds for Bridle Wood, Section One, in the City of Beavercreek for sanitary and water-line improvements in the amount of $468,638.75 and for street and storm-sewer improvements in the amount of $402,441.85. The board also authorized establishment of Fund 2168-0016 to receive a 2025 OEPA Recycle Ohio grant for Sanitary Engineering (SFY26).
The board approved the Title XX County Profile for federal fiscal year 2027 for Job & Family Services, a biennial planning document required by the Ohio Department of Job & Family Services, and approved personnel actions and routine transfers of appropriations as presented.
On community matters, commissioners approved a proclamation designating June as Men’s Health Month and the week of June 15–21, 2026, as Men’s Health Week. The board authorized reimbursement of up to $500 under Ohio Revised Code Section 307.66 to VFW Xenia Post 2402 to help defray Memorial Day expenses; Commissioner Gould noted he attended Memorial Day events in Spring Valley, Fairborn and Beavercreek, and Commissioner Koogler said Fairborn reads all the Fallen Veterans’ names at its Memorial Day Service.
The board authorized advertising and bid openings for several projects. The county will advertise for universal waste abatement, interior demolition and site restoration at the former Applied Sciences Building, 141 W. Xenia Ave., Cedarville, with bids to be opened June 23, 2026, at 11 a.m. The county set a third public hearing on the PY26 CDBG Critical Infrastructure application for June 4, 2026, at 1:15 p.m.; that CDBG funding is proposed for a water-main replacement in Jamestown. The board also authorized advertising for PY25 CDBG street improvement projects in Jefferson and Bath townships, with bids to be opened June 23, 2026, at 11 a.m.
All listed resolutions—Nos. 26-5-28-1 through 26-5-28-14—were moved by Commissioner Richard D. Gould, seconded by Commissioner Tom Koogler, and approved on roll-call votes in which both commissioners voted yes. No formal dissent, amendment or substantive debate was recorded in the meeting minutes for these items. The board took no additional formal action at the meeting.
