Sewer commission approves retroactive step increases for three employees

The Goffstown Sewer Commission voted June 9 to approve step increases for the sewer department’s three nonunion employees retroactive to Jan. 1, 2026. Danielle Basora, assistant town administrator and HR director, told commissioners the retroactive option would ensure the amounts remain in default-budget calculations if the town budget defaults.
Basora recommended the third option: “to go ahead and do the steps for your three employees and have it retroactive back to January 1st,” which she said would preserve the appropriation in the default budget for 2027. Commissioners discussed the fairness of the timing and the budgetary implications before moving to a vote.
Chair moved the recommendation, and the motion was seconded and approved by the commission. Basora said she prepared the paperwork for signatures to implement the pay calculations and that individual forms would be available for commissioners to sign later in the week.
Why it matters: applying the steps retroactively means the increases will be included in default-budget calculations if the town budget fails in the future, which affects how funds are carried forward and how employee pay is maintained. The commission directed staff to process the signatures and update payroll accordingly.
