Board approves design change order for training facility, ratifies emergency vessel repair and green fuel contract

John (Executive Director) told the board Kitsap Transit has been awarded a $15,000,000 grant for construction; the full design price is about $1,900,000 and roughly $900,000 is expected to be spent this year. Member Townsend moved to adopt Resolution 2627 to award Change Order No. 3 to Pertit Incorporated for additional design services, in the amount cited in the motion ($1,996,564 as read in the motion). The motion carried by voice vote. John said the design work is the key step before property acquisition and eventual bidding to draw on the construction grant.
Resolution 2628: acknowledge executive director’s delegated authority Staff reported that while a Kitsap Transit vessel (KT25511) was in dry dock a necessary change order exceeded the Executive Director’s 10% contracting authority. The board adopted Resolution 2628 to acknowledge the executive director’s action, record the $31,006 change order amount and reset the 10% contract authority in accordance with procurement policy.
Resolution 2629: award for renewable propane and fueling equipment The board approved a sole-source award to Blue Star Gas of Tukwila (KT-26-034) to supply renewable propane, dispensing equipment and employee training. Staff described renewable propane as a low-carbon fuel source and highlighted that the agency’s access fleet is already nearly 100% on propane cutaway vehicles. Board members praised the agency for exploring renewable fuels and noted potential local air-quality benefits.
Other actions The board also voted to cancel the May 19 work study (previously announced) and a June 16 study session (motion passed by voice vote) and approved canceling both August meetings (August 4 board meeting and August 18 work study). The board appointed Mayor Moriwaki (recorded in the transcript as Marwaukie/Moriwaki) as its alternate to the Puget Sound Regional Council Transportation Policy Committee.
What happens next: staff will return with property-appraisal authorization requests and a proposed 2027 capital budget line for the remaining design funds; finance staff will provide a more detailed fuel-cost and reserve update next month.
